Flags Lowered in Honor of Officer Killed in Line of Duty.

The proclamation is done in formal language like this:

NOW, THEREFORE, I, MIKE BEEBE, Governor of the State of Arkansas, by virtue of the authority vested in me by law, in tribute to the memory of Jonathan Schmidt, and as an expression of public sorrow, do hereby direct that the State flag of Arkansas be flown at half-staff beginning at noon on Friday, April 15, 2011, until the morning of Monday, April 18, 2011.

It is announced in a news release like this:

Governor Beebe has proclaimed that Arkansas flags will be flown at half-staff beginning at noon on Friday, April 15, 2011, until the morning of Monday, April 18, 2011. The lowering will honor Trumann Police Officer Jonathan Richard Schmidt, who was killed in the line of duty on April 13, 2011. The proclamation can be viewed by clicking here.
